The procedure of transfer of the title of equipment has began, as well as enactment of Bill on establishment of public institution
Final resolving of the status of the Vocational Training Center Gorazde was the subject of discussion in the meeting held on 28 November 2005. Beside the Prime Minister of Bosnian-Podrinje canton Gorazde, Salko Obhodjas, the meeting was also attended by the Second Secretary of the Embassy of Japan in Sarajevo, Mr. Ryutaro Muratoni, UNDP Program Assistant Ms. Larisa Kubat-Serdarevic, Minister of education, science, culture and sport, Emira Drakovac and Director of Gorazde Vocational Training Center, Mr. Rifet Becic.
It seems that resolving of this long-standing issue is about to end soon. The Government of Japan, which financed provision of the equipment for this Center through UNDP, valued at more than one million marks, gave its consent to transfer of the title of equipment to the Vocational Training Center and/or the Government of BPC Gorazde, which was the main precondition for enactment of Bill on establishment of public institution “Vocational Training Center” and its final registration.
In this meeting was defined order of activities to be realized, in order to find the only possible legal solution to this case. It was agreed that the Minister of education, science, culture and sport prepare proposal for making of decision on establishment of Commission for taking an inventory of the equipment of the Vocational Training Center, to be adopted by the Government of the Canton.
After establishment of the facts relating to the property of the Vocational Training Center, the procedure of issuing necessary documents, referring to completion of transformation procedure of the Center into public institution, will be conducted. The final decision on establishment of this public institution and transfer of the title of equipment to the Center, will be made by the Assembly of the Canton.
The entire procedure should be accomplished by mid-February next year, when Gorazde Vocational Training Center would meet all requirements necessary for its unhindered development and operation on the legal basis. The above mentioned would result in final solution of the status of the Center and its employees, who were in specific position, without property and real status, but whose position, according to Director of the Center and representatives of the Labor union of employees, was considerably improved when this Government and Prime Minister came into power and it is to be expected that their status, after transformation of the Center into public institution, will be even better.
