At the press conference held on 15th March 2008 the Centers for Civic Initiatives presented the Annual Report referring to their monitoring of the work of the Government and the Assembly of Bosnia-Podrinje Canton Gorazde. The general review was that the Government and the Assembly did their job with partial responsibility.
The report, presented by Muris Bulic, CCI Monitoring Consultant, was made based on the minutes, direct insight and all other available information that were submitted transparently by the Government and the Assembly – it was stressed at the press conference.
“It is not possible to estimate the efficiency of the Government and the Assembly of BPC Gorazde in 2007, since the Assembly did not adopt its Agenda for 2007 and as for the Agenda of the Government we can say that it was rather inconsistent, without precise deadlines, so we cannot say whether they worked efficiently or less efficiently. We can only say that they worked with a partial responsibility, because we know for sure that some Ministries did not carry out the set tasks” said Mr. Bulic and stressed:
“Out of 389 Decisions made by the Government of BPC Gorazde we estimated that 129 of them, more or less, referred to the requests set in the Civic Platform and if we really looked at the measures that had really been systematic, only 9 of them or 3 per cent had a stronger impact and were systematic solutions to the problems of BPC citizens. The positive thing to say about this Canton was that it adopted its Budget on time for the first time and for that reason we highlighted the work of the Ministry of finance as a positive example. The positive were also regulatory measures taken by the Government for purpose of relieving the natural disasters, market stabilization measures and price control in order to protect the standard of the citizens. The same can be said about launching the procedure of making the development strategy of BPC Gorazde”.
The Assembly of Bosnia-Podrinje Canton Gorazde, according to the Centers for Civic Initiatives, had a low work dynamics with only 9 sessions in the last year, which is below the average of many other Cantons. At the sessions total of 48 items were considered and 7 Laws enacted, of which one Bill is still in the Parliamentary procedure.
– All the above indicators referring to the work of the Government and the Assembly in 2007 show that the Government and the Assembly, having undertaken the above measures, could not do much to change the situation in the Canton when it comes to the most important issues such as employment, health care and social policy. They have to make more efforts, adopt more quality Agenda, make the development strategy and employment action plan in order to solve the key issues of the citizens of the Canton – it was stressed at the end of the press conference.
The Centers for Civic Initiatives announced periodical reporting of the work of the above institutions during the year in order to ensure a high responsibility rate in the work of public officials through their monitoring activities.
By annual reporting on the monitoring of all levels of government, the Centers for Civic initiatives want to point out to which degree the government carries out the set tasks and whether and to what degree decisions they make correspond to the twelve requests from the Civic Platform.
